Administrative/Governmental Structure in the District

Office of the Deputy Commissioner.

The Deputy Commissioner is the head of the District, one Assistant Commissioner and five Extra Assistant Commissioners are working under his command.

  District Administration


The Revenue System is well established with one Tehsildar, one Naib Tehsildar, 8 Girdawars (this includes Girdawars for 6 circles and 2 office Girdawars) and 71 Patwaris.

List of Union Councils District & Tehsil Abbottabad
The functions of the District Administration, headed by the Deputy Commissioner, are as follows:-

1.      Law and Order as a District Magistrate.
2.      Revenue Collection.
3.      Custodian of State Land/District Collector.
4.      Acquisition of land for Government Agencies and private Companies.
5.      Controlling local bodies.
6.      In charge of Government Treasury.
7.      Symbol of state authority.
8.      Miscellaneous functions like elections and relief measures in emergencies.

 
Judiciary.

Abbottabad is also the seat of Circuit Bench of Peshawar High Court. There are 2 judges of the High Court, Courts of the District and Sessions Judge, an Additional Session Judge, a Senior Civil Judge, 3 Civil Judges and 2 Judicial Magistrates are dealing with the judicial cases at their own.

Office of the Social Welfare Officer.

The office of the Social Welfare Officer, Urban Community Development Project in Abbottabad District was established in 1961, for the development and betterment of the District.

Objectives:
The objectives of the SWO’s Office are:

1.      To develop facilities and services for children, youth, women, senior citizen, disabled persons, the communities of low income groups, in slum area, rural area, tribal areas, and backward areas.

2.      To strengthen the program of existing community development projects, social welfare centers and institutions and to expand them to all areas in the District.

3.      To develop and mobilize financial resources for social welfare through Zakat and Usher and other resources available at community, national and international levels.

4.      To evaluate, monitor and supervise the social welfare programs in Government and Non-Government voluntary sectors.

5.      To promote NGOs effort through financial and technical assistance and to take appropriate measures to ensure active involvement of social welfare agencies for sharing and supplementing Government efforts for welfare of all categories of people and special groups.

6.      To strengthen and expand the existing education and training facilities in social work and also ensure availability of manpower required in implementing programs of Government and Non-Government voluntary agencies.

7.      To promote research studies on all aspects of social welfare in collaboration with various departments and other relevant agencies.

There are 107 Social Welfare Societies (NGOs) registered with the Urban Community Development (UCD) Project, Abbottabad District.


Summary of Activities/Projects:

  Health:
1.      MCH Center at village Plohair, Pattan Khurd.
2.      Free X-Ray unit at Link Road.
3.      Free TB clinic. Annually 3191 patient are freely treated.
4.      MCH Center at village Khokhariala.
5.      Free medical camps at different areas of the District.
6.      MCH Center at village Jandar Bari with the assistance of NATPOW.
7.      MCH Center at Kothiala, with the assistance of South Asia Partnership in 1998.
8.      Thalisemia Blood Center at Mandian, where 112 patients are registered.
9.      Lectures on different medical topics have been arranged.

  Disabled and Orphans:
1.      Orphanage complex for boys and girls in Abbottabad.
2.      SOS Center in Abbottabad.
3.      Rehabilitation Center for the Disabled (Rahim Ortho-Cure Center for Disables.).
4.      Provided disable certificates for employment against the seat reserved for the disabled.

·         Religious School:

1.      Darul Alum at village Kalas Barian.
2.      Mosques at village Kalas Barian.
3.      Religious education school in Abbottabad.
4.      Religious education school in village Jandar Bari.

·         Free Legal Aid:

1.      Free Legal Aid Center has been established in Abbottabad.

·         Jailed Women, Men and Juvenile Delinquents:

1.      Reformatory service for young offenders in collaboration with different NGO’s working in Pakistan.
2.      Religious education/lecture for jailed women.
3.      Free medical camps/medicines for jailed women/children.
4.      Provide regular and free legal aid to the jailed women.

·         Water Supply Schemes:

1.      Water Supply Schemes at Bhain Noora, Khokhariala, Jabbarh, Bandi Chambialli, Narhotar, Muslim Abad, Kuthiala, Boi, Kasala. Samundar Khatta, Mohar Khan, Dalola, and Banda Pir Khan, with the assistance of Asian Development Bank.
2.      Water Supply Scheme at village Sialkot in Abbottabad District, with the assistance of GTZ.
3.      Water Supply Scheme through Women Division at village Kotala Basali (Sialkot II) in Abbottabad District.
4.      Water Supply Schemes at Mallach, Tatreela, Jute Mang, Haryalla, Jandar Bari.
5.      Water Supply Scheme at village Pattan Khurd.
6.      Water Supply Scheme at village Bagh.
7.      Water and Sanitation project at Narrian, with the assistance of CIP World Bank.

·         Link Roads/Bridges:

1.      Link Road at Budhair Pasala (3 KM).
2.      Link Road at Pattan Khurd (15 KM).
3.      Link Road at Jandar Bari and Malsa (10 KM).
4.      Link Road at Jute Mang (5 KM).
5.      Link Road at Barian (3 KM).
6.      Link Road at Phalkot (10 KM).
7.      Link Road at Tatreela (3 KM).
8.      Suspension Bridge built through Anjuman Islah-e-Moashra Nathiagali.

·         Industrial Training Center:

1.      Industrial Training Center at Mandian.
2.      Industrial Training Center at Aspdar, Kakul.
3.      Three Industrial Training Centers at Nawashehr.
4.      Industrial Training Center at Kuthiala.
5.   Industrial Training Center at Pattan Khurd.
6.      Industrial Training Center at Khokhariyala.
7.      Industrial Training Center at Jute Mang.
8.      Industrial Training Center at Jabbarh.
9.      Industrial Training Center at Birote.

·         Environment Rehabilitation:

1.      Plantation of more than 20,000 plants in different locations of the District, with the help of different NGOs.
2.      Five thousand plants have been planted at Sarban Hill and near Ayub Bridge during Monsoon season in 1999, with the collaboration with Forest Department and Local Administration.

·         Voluntary Efforts:

1.      At present there are 107 registered voluntary organizations working in different areas of Abbottabad District. These agencies are working for the betterment of their area. To coordinate these agencies a committee has been setup at District level.
2.      Arrangement of Hujra Days with the collaboration of Public Health and Engineering Department (PHED) and communities, to discuss the communities’ problems.

Police Department.

The Police Department is headed by the Senior Superintendent of Police (SSP). He supervises and controls the Police force in maintaining law and order and investigation of cases of criminal nature. The Police Department operates under the Police rules. There are four Police circles in Abbottabad District– Abbottabad Cantt:, Sherwan, Havelian and Galiyat. Each circle is headed by a Sub-Divisional Police Officer (SDPO), except Sherwan circle, which is controlled by the SP himself. More over, Station House Officers (SHO) and a number of Police Personnel also support the SPP. There are 12 Police Stations in the District:-
