Cantonment Board

The Cantonment Board has the same functions in the cantonment area, as Municipal Community has in the municipality, except additional responsibility of maintaining Law and Order, with the help of Police (Civil) and Military Police (MP). Cantonment Board can call any of the Military Units setup in the locality in case of emergency or for help.

Municipal Committee.

Municipal Committee Abbottabad was established in 1872. According to the NWFP Local Government Ordinance, the Compulsory Functions of Municipal Committees are:

Public Health

1. Responsibility for sanitation.

2. Take notice of unsanitary buildings/land, and take necessary action to fix it.

3. Removal, collection and disposal of refuse.

4. Provide and maintain public toilets.

5. Register births and deaths.

6. Adopt measures to prevent infectious diseases.

Water Supply

1. Supply water to the Municipality, in sufficient quantities for public and private purpose.

2. Provide an adequate system of public drains in the Municipality.

3. Drainage and sewerage schemes for commercial and industrial area.

Articles of Food and Drink

1. Grant license to private markets, for the sale of articles of food and drink.

2. To provide and maintain slaughter houses, for the slaughter of animals.

Animals and Cattle

1. Prohibition on picketing or tethering in streets.

2. Prohibition against keeping and maintaining cattle in a prohibited zone.

3. Disposal of dangerous animals.

4. Disposal of dead bodies of animals.

Education

1. Establish, maintain and manage educational institutions.

2. Responsible for enforcement of compulsory education in the Municipality.

Public Safety

1. Fire Fighting.

2. Civil Defense.

3. Flood Fighting.

4. Prohibition of any dangerous and offensive trades within the limits of the Municipality.

Town Planning

1. Draw up Master Plan for the Municipality.

2. Sanction of Site Development Schemes.

3. Execution of Site Development Schemes.

Building Control

1. Sanction for erection and re-erection of buildings.

2. Take notice of completion and alteration of buildings in the Municipality, and take necessary action.

3. Regulation of buildings.

Streets

1. Provide and maintain public streets and other means of public communication as may be necessary.

2. Sanction of laying new streets.

3. Take measures for the proper lighting of the public streets.

4. Take measures for installing water points in public streets, where ever required.

5. Make arrangements for the control and regulation of traffic.

Arboricultural

1. Plantation and protection of trees on public street and other public places within the Municipality.

Public Health Engineering Department (PHED)

The main function of Public Health and Engineering Department (PHED) is to design, plan and execute water supply schemes in rural areas. The XEN is the Executive Director of PHED, and three Sub-Divisional Officers (SDOs) supporting him. The PHED has covered approximately 80% rural area of the District. The PHED also plan, design and execute the water supply schemes for Municipal Committees and Cantonment Boards, but after the completion of a scheme, it is handed over to the respective authorities. Other functions of PHED are disposal of refuse, arrangement of drainage, and community mobilization.

Sui Northern Gas Pipeline Limited (SNGPL)

Sui Northern Gas Pipeline Limited (SNGPL) provides natural gas connections for domestic and commercial purposes. The SNGPL is responsible for the repair and maintenance of pipelines, meters and gas-regulators.
